Seems odd, but water is one of our most precious resources. A huge amount of fresh water goes missing yearly, which means that every year it's being taken without anyone paying or accounting for it. This can lead to water shortages and devestates local ecosystems. It's unsustainable.
Water is a shared resource being stressed by a growing population. Climate change has increased water scarcity and and its distribution isn't well-managed. Current regulations are insufficient and enforcement rare.
Most of the stolen water is used for agricultural purposes. Some corporations take water and only pay for a fraction that they use.
Are we going to treat water as a basic human right or a commodity? Water rights need to be defined and compliance with regulations enforced.
